Estonian President Alar Karis and Latvian Prime Minister Evika Siliņa have said, simultaneously but in separate interviews to Euronews, that the European Union should appoint a special envoy for direct talks with Russia on ending the war in Ukraine and find a suitable person for this role. Both heads of state are currently on an official visit to Dubai, attending the World Government Summit.
