Elering’s head of crisis preparedness, Hannes Kont, confirms that even with European Union support, an infrastructure operator cannot «armor‐plate» undersea cables at a reasonable cost. The most immediate threat to energy infrastructure is Russia’s shadow war in the Baltic Sea, drones, and sabotage that could hit several nodes at once.
